The Abraham Shield Plan

The Abraham Shield Plan of the Coalition for Regional Security is a new Israeli political-security initiative that paves the way for the State of Israel to emerge from wars of attrition to a reality of security, stability, and prosperity – based on the current regional opportunity.



The attacks of October 7 were part of a larger Iranian plan. They were intended, among other things, to sabotage the process of normalization between Israel and Saudi Arabia and prevent the process of recognition of the State of Israel by moderate Arab states, and thereby prevent the strengthening of the moderate regional coalition that threatens Iran.

Since October 7, the State of Israel has been dealing with seven different fronts that form the Iranian ‘ring of fire’ that seeks to destroy it. The complex system of Iran’s ‘proxies’ was built by Iran with great sophistication over many years and with tremendous resources, with the aim of surrounding the State of Israel and strangling it.

This is why Iran turned Gaza into “Hamastan”, southern Lebanon into “Hezbollahstan”, built militias in Iraq and Syria, and strengthened the Houthis in Yemen. It’s why Iran is trying to infiltrate Jordan, the West Bank, and Egypt. Iran seeks to rebuild its ring of fire and continue the wars of attrition against Israel, while at the same time implementing its nuclear program - which it believes will ultimately lead to the collapse of the State of Israel.

In the past year, the State of Israel has fought the most just war since its founding. Like a phoenix, the State of Israel has managed to rise from the dust, demonstrating unprecedented military power that has brought about monumental changes in the Middle East.

Its historic military achievements have proven, beyond a shadow of a doubt, to both its enemies and regional partners that the State of Israel is a powerful and deterrent regional player - one that will not hesitate to use its great power to pursue its enemies. However, Israel will not succeed in defeating Iran and preventing the restoration of its proxies on its own or through military force alone.

Now, the historic mission of the State of Israel is to translate its tremendous military achievements into a political turning point. One that will break the Iranian stranglehold, leverage the current regional opportunity, and create a new regional order in the Middle East.

The Abraham Shield Plan to create a new regional order that ensures Israel’s security

Closing the front in Gaza, returning all hostages, establishing a technocratic transitional government in Gaza, and a regionally led de-Hamasification.

  • The State of Israel will declare victory in Gaza and the defeat of Hamas' military force.
  • Israel will promote a comprehensive ceasefire and commit to the withdrawal of IDF forces from Gaza in exchange for the return of all hostages, living and dead.
  • Israel will reach a bilateral understanding with the U.S. on freedom of action for security operations and targeted raids in the future to prevent Hamas's resurgence and to dismantle terrorist infrastructures.
  • Israel will work with its regional and international partners to establish a technocratic transitional government in Gaza, with regional backing that will provide all civilian services to the Palestinians during the transition period.
  • Arab police forces will operate in Gaza to establish law and order during the transition period.
  • The reconstruction package for Gaza will be led and financed by the West and the moderate Arab states, led by the United Arab Emirates and Saudi Arabia.
  • The moderate Arab states will lead a process of ‘de-Hamasification’ in Gaza - a deep de-radicalization of society and education (as they successfully implemented in the United Arab Emirates and Saudi Arabia).
  • Cash in the Gaza Strip will be abolished (“ZeroCash”) and an advanced mechanism of monetary supervision will be implemented.

Implementing and enforcing the agreement in southern Lebanon through a ‘zero violations’ policy and strengthening the Lebanese Army.

  • Israel will leverage its military achievements in the war in southern Lebanon to implement the arrangement in northern Israel based on resolution 1701 with improvements. Within this framework, Israel will gradually withdraw from southern Lebanon and declare the end of Operation “Northern Arrows”.
  • Israel will firmly and consistently adhere to a ‘zero violations’ policy - within the framework of which Israel will not tolerate or allow violations or provocations. Any violation of the agreement will receive a strong and immediate response.
  • Israel will assist the international and regional effort led by the United States to strengthen the Lebanese army, stabilize the Lebanese government, and deepen the separation of the State of Lebanon from the Iranian axis.

Following the fall of the Assad regime: Harnessing regional forces to stabilize Syria and turn it into a ‘buffer’ against the Iranian axis

  • Israel will declare that in the immediate term it will continue to enforce the demilitarization of the Syrian Golan Heights and temporarily hold the buffer zone until a new, responsible, and stable government is established that will respect the 1974 Separation of Forces Agreement, or until significant international forces are deployed to the area.
  • Israel will continue operational activity to prevent strategic armament in Syria and to curb arms smuggling to Lebanon, Jordan, and the West Bank, while maintaining full readiness to respond to any development and strengthening the deployment of defense forces along the border.
  • Israel will enlist the U.S. administration and its regional partners to prevent Iran from re-establishing itself in Syria, to deepen the ‘buffer’ between Syria and the Iranian axis, and to support a new, responsible, and stable Syrian government that may lead to a new era in relations between the countries in the future.
  • In light of Turkey's centrality in shaping the future order in Syria, the State of Israel will establish a communication channel with Turkey to promote shared interests in regional stability.

Deepening the ‘Moderate Regional Coalition’: Returning to a fast-track normalization with Saudi Arabia and expanding the ‘Abraham Accords’

  • Israel will first establish a normalization arrangement with Saudi Arabia. The arrangement will promote Israel's continued integration throughout the moderate Arab world.
  • Israel will initiate the establishment of the ‘Abraham Alliance’ - a moderate regional coalition that will regulate security, intelligence, and political cooperation in the Middle East between Israel, Egypt, Jordan, the Emirates, Saudi Arabia, Morocco, Sudan, and other moderate countries, with the backing of the U.S. and the West.
  • Israel will work within the framework of the ‘Abraham Alliance’ to strengthen the stability of Egypt and Jordan and to weaken regional terrorist organizations, their financing, and armament methods.
  • Israel will work to define the ‘Abraham Alliance’ region as a special trade zone in the Middle East and as a global economic hub. Agreements will be signed for regional economic cooperation in the fields of research, technology, science, environment, tourism, trade, agriculture, and water while building mega-projects of infrastructure, railways, and cross-border roads between the Gulf and the Mediterranean Sea that will open up major new markets to the State of Israel.

Implementing a ‘Blockade Plan’ against Iran and preventing its nuclearization

  • Israel will focus most of its resources on the “head of the octopus,” with the understanding that Iran is the leader of the regional chaos and that its interest is to rehabilitate its proxies and stranglehold Israel in wars of attrition while it goes nuclear.
  • Israel will announce the ‘Blockade Plan’ against Iran. It will advance military, political, economic, regional, and international actions to isolate Iran from the region and accelerate cutting off the "tentacles of the octopus.”
  • Israel will use all the assets and possibilities at its disposal, utilizing allies in the region and the West, to prevent Iran’s nuclearization, which constitutes an existential threat to its security and the interests of the ‘Abraham Alliance’ countries.

An Israeli declaration of a gradual, responsible, secure path of separation from the Palestinians within a decade, as part of a comprehensive regional agreement

  • The State of Israel will declare that although there is currently no possibility of establishing a Palestinian state, it will commit to working with regional partners and the U.S. administration to create the conditions for a path of gradual separation from the Palestinians, under conditions, within a decade, as part of a comprehensive regional arrangement.
  • Conditions for separation: 
  • The process will be managed as part of a comprehensive regional arrangement and with the deep involvement of moderate Arab states.
  • The West Bank and Gaza Strip will be fully demilitarized, including the sealing off of smuggling routes.
  • Freedom of action for Israel to carry out targeted security raids to enforce demilitarization, prevent threats, and deal with terrorist infrastructure. At the same time, Israel will not unilaterally annex territories in the Gaza Strip or the West Bank.
  • The Palestinian Authority will undergo comprehensive governmental reform to eradicate corruption and promote good governance.
  • A new Palestinian leadership will be established – one committed to moderation, recognizing the State of Israel as the national home of the Jewish people and supportive of the process of separation.
  • A moderate, stable, and functioning Palestinian government system will be established in the West Bank and Gaza, with no representation of Hamas as a political party.
  • The Palestinian Authority will stop paying salaries to terrorists, prisoners, and their families and will fulfill its full commitment to work to prevent terrorism and dismantle terrorist infrastructures.
  • The education of hatred of Israel in schools and incitement against Israel in government institutions and mosques will be stopped, and replaced with educational programs for tolerance and coexistence.
  • With the implementation of reforms and the fulfillment of the conditions of separation, the Palestinians will join the ‘Abraham Alliance’, which will prevent the infiltration of Iranian influence on Israel's borders. Not “Hamastan,” rather - "Abrahamstan”.
  • This is due to:
  • Political, geographical, and demographic separation from the Palestinians is in any case a clear Israeli interest, in contrast to the alternative of a "bi-national state" that threatens the continued existence of the State of Israel as a democratic state with a solid Jewish majority.
  • A declaration on a path of separation from the Palestinians is the key to advancing a ‘regional package deal,’ including the normalization agreement with Saudi Arabia and the ‘Abraham Alliance’ – assets that are more essential to the national security of the State of Israel than ever before, in its confrontation with the Iranian threat.
  • The paradigm of ‘managing the conflict’ has collapsed. We must separate from the Palestinians once and for all and define the permanent borders of the State of Israel in order to preserve its security and character.
  • Previous negotiations with the Palestinians may have failed, but they were not part of a comprehensive regional settlement. Israel has never given a leading role to the moderate Arab states and has never given a chance to a path for a comprehensive regional settlement, in which resolving the conflict with the Palestinians is only one component within a regional package deal.

In the coming years, the State of Israel will rebuild itself as a Zionist, Jewish, democratic, safe, stable, and prosperous home in the land of Israel. It will do so based on a measured and intelligent analysis of the regional map, its risks and opportunities while combining military, political, and economic power. The State of Israel will leverage its strength and entrepreneurial innovation to build a ‘new regional order’: shaping a safe and prosperous national and regional future for its citizens.

It must do so - for the sake of future generations, and it can.
